The future development of the web is largely depending on net neutrality. That is to ensure that all content, sites and platforms that circulate through the network are treated equally. This article assesses the origins and motivations that exist in the debate on network neutrality. Then it focuses on the two distinct views regarding net neutrality debate: the Openists supporters of an open net without restrictions, on one side and Desregulationists, on the other, naturally suspicious on any government regulation. Finally, this article will describe the net neutrality regulatory framework in the European Union.Downloads
